No, you can go to the sims3community.com and download the free create a wotrld editor. You can also get the create a pattern tool to make your own patterns!
Yeah, You can make your own town, but it's a huge PITA, in my opinion. You can use the world editor (as Sergeantgamer6 said), and you can lay out the basics in SImCity 4, if you have that.
The editing tool requires a little extra tweaking to your Sims install if you have installed through Steam. I wrote a guide for it, here:

Sims Create-a-World tool, yes; if you want to make your own from the ground up.
Also the exchange on the sims 3 community page is full of others' world creations that you can download for your game
What I once tried was removing every single lot from a neighborhood, leaving me with something completely bare, though I never got around to actually using it for anything.
Thanks for your answers. I don't know what I should do, now I've began enjoying the new town added to the game (Appaloosa Plains) so perhaps I'll play there for a while before I make up my mind. Also, I have yet another question: why is it that you have to "loose" everything you've been doing when you change households? I think in Sims 2 you got to change back and forth a lot right? Without consequences? I find it very irritating. And what about these copies of every household? I don't like that either.. Maybe one day I'll buy Sims 4 too. Is it better or worse in the aspects mentioned?

Only until they start patching it to deal with EPs, then it's probably going to end up about the same.
